What does riot and tumult mean?

riot and tumult
Sedition, civil insurrection, disturbance, etc. A breach of the peace committed by an assembled multitude. Some degree of violence is incidental to a riot, and a degree of intimidation to the neighborhood. According to law a riot cannot take place unless three persons act in concert. When a riot becomes formidable, it is usual for the authorities to take active measures to disperse it.
