Project Management technique which considers On Time and Quality as equals thus allowing both to be achieved. OTQ is based on four principles:1. Identify project risk and avoid as much risk as possible2. For the risk that cannot be avoided, develop a strategy to mitigate the risk as early in the project as possible3. Proactively manage the Strategy rather than reacting4. Track and close all issues starting with the most critical issues first.
