Appalachian Development Highway System
In the Appalachian States, Georgia among them, APD stands for "Appalachian Development Highway" as in APD 515 that runs through North Georgia. APD was an add-on to the Interstate Highway System that was started in the 60's. It was noticed that the Interstates pretty much ignored Appalachia, therefore a secondary program to conduct Interstate-type roads without the restricted access of Interstates was put into place.
