About PACI in a dynamic society like State of Kuwait which has different characteristics, including the huge amount of expat labor power from different nationalities, and the fast population growth of the society. This fact lead to the need of a system to control the different variables in the society, due to this state of Kuwait had issued degree number 32/1982 regarding the civil information system.
